Moses Mujurizi, a suspected serial killer, has been arrested for allegedly murdering and cannibalising 38 people across Masaka, Ibanda, and Kazo districts over a 15-year period. The Chief of Defence Forces, Gen Muhoozi Kainerugaba, announced the arrest and stated that Mujurizi will face a public trial and is likely to be executed.

Mujurizi Moses is currently facing charges for the murder of 38 individuals and is expected to undergo a public trial, with the Chief of Defence Forces indicating an intention to execute him if convicted. Investigators are also reviewing claims from the public regarding additional murders linked to other suspects, including Fred Mujulizi, who has faced multiple arrests but continued to evade prosecution.

Uganda’s Chief of Defence Forces, Gen Muhoozi Kainerugaba, announced the arrest of Moses Mujurizi, describing him as “the worst serial killer and cannibal in Uganda’s history,” and pledged a public trial followed by execution. The public has reportedly provided testimonials alleging Mujurizi’s involvement in multiple murders, prompting police to review these claims as part of an extensive investigation into the matter.

What remains unclear — It is not confirmed whether the identity of the suspect as Moses Mujurizi is the same individual previously known as Fred Mujulizi or Kulaish Kamugisha, who faced multiple allegations of murder.

Police records and earlier media investigations identify a suspected serial killer named Fred Mujulizi, also known as Kulaish Kamugisha, who was linked to multiple murders in Greater Masaka beginning in 2012. A December 2013 investigation by the media described Fred Mujulizi as a suspected contract killer who operated around Masaka, Rakai, Lyantonde, Sanga and Kalisizo. According to the investigation, assailants linked to Mujulizi allegedly broke through the walls of victims’ houses before attacking occupants with machetes. The report said as many as 35 people had been killed in similar attacks across Greater Masaka during 2013, although that figure was not a verified individual victim count attributable to Mujulizi. Mujulizi was also reported to have been arrested several times, beginning in 2009, but repeatedly escaped or was released under disputed circumstances. On October 16, 2026, Uganda Radio Network reported that Fred Mujulizi, alias Kulaish Kamugisha, had appeared before Masaka Grade One Magistrate Primer Kyomugisha alongside Huzairuh Kyambadde. The two faced murder and human trafficking charges arising from the September 28 killing of a woman in Greater Masaka. Investigators alleged that the woman had been lured with the promise of a relationship before being killed in a suspected ritual murder.
