What’s the Latest: Kelowna supportive housing fire leaves tenants with terminated rental agreements

A fire at the Hearthstone supportive housing facility on Commerce Avenue in Kelowna displaced all 50 residents and resulted in the termination of their tenancy agreements due to extensive smoke and water damage. The John Howard Society of Okanagan and Kootenay is assisting residents in finding alternative accommodation, though some individuals have opted for outdoor encampments.

The John Howard Society of Okanagan and Kootenay is working with BC Housing outreach teams to address the immediate needs of residents who have not yet secured alternative housing. Comprehensive assessments to determine the extent of the damage and salvage any belongings from the building must be completed before remediation work can commence, with the supportive housing facility not expected to reopen until 2027.

The City of Kelowna is collaborating with BC Housing outreach teams to address the immediate needs of residents who have not yet secured shelter or temporary housing. The Hearthstone facility is anticipated to remain closed until at least 2027, prompting ongoing concerns regarding support for displaced individuals as winter approaches.

What remains unclear — The cause of the fire has not been determined.

Kelowna fire at supportive housing complex results in tenant evictions

A Kelowna supportive housing complex remains vacant one month after a fire displaced all 50 residents. The fire, which occurred on October 5, primarily affected one unit but rendered the Hearthstone supportive housing facility uninhabitable due to extensive smoke and water damage. Remediation is expected to be prolonged.

Patricia Bacon, executive director of the John Howard Society of Okanagan and Kootenay, expressed her distress, stating, “We’re devastated. It’s a loss for Kelowna and we’re heartbroken.” The society has had to terminate tenancy agreements under a frustrated tenancy status, which applies when a property becomes uninhabitable due to circumstances outside of landlord and tenant control.

While the John Howard Society has assisted some residents in securing alternative accommodations, including access to shelter beds, not all residents accepted these options. “Some people actually chose to use the outdoor encampments,” Bacon noted.

As winter approaches, the City of Kelowna is coordinating with BC Housing outreach teams to address the ongoing needs of affected residents. Stephanie Martin, social development supervisor for the city, stated, “Staff are working to identify and respond to the immediate needs of residents who have not yet accessed shelter or temporary housing options.”

The cause of the fire remains undetermined, and the estimated timeline for the facility’s reopening is not projected until 2027, leaving a significant gap in supportive housing for vulnerable residents in the community. Bacon emphasised the critical nature of support services, saying, “It’s so important to have this kind of housing available for folks who are very vulnerable.”
